Prime Minister Viktor Orbán received Paolo Barelli, the Secretary General of international swimming federation FINA (Fédération Internationale de Natation) and President of European swimming league LEN (Ligue Européenne de Natation).

President of the Hungarian Swimming Association Tamás Gyárfás and Minister of State for Sport István Simicskó also participated in the negotiations. The Secretary General of FINA declared that he is a great admirer of Hungarian swimming and water polo, in addition to which he supports the hosting of the 2021 World Championships in Budapest.

The Executive Committee of FINA determines the location on 19 July 2013, on the opening day of the World Championships in Barcelona. According to Paolo Barelli, the other applicants beside Hungary are South Korea, Japan, China and the United Arab Emirates.
