On 1 January 2012, the amendment of the Act on the protection of non-smokers has entered into force, which introduced stricter requirements for smoking beginning with 2012. In the practice, this means that save for a few special cases, the regulation bans smoking in indoors, as well as in certain outdoor areas. However, a grace period has been given until 1 April 2012 for those facilities involved.
A cultural centre in the form of a Rubik’s cube may be built in Budapest on the banks of the Danube. The Government has issued a resolution to support such a large-scale cultural project. The building would function as a museum, events venue and exhibition centre, and could be one of Budapest’s most important cultural venues.
The Prime Minister’s spokesman told a press conference in Budapest on Thursday that the Government is ready to start negotiations with the International Monetary Fund (IMF) and the European Union at any moment.
The Hungarian budget ended the year of 2011 with a surplus of 4.3 percent which is an outstanding achievement both from an international and a long term Hungarian perspective and also unprecedented since the regime change. Following a strategic agreement between the Hungarian Government and the OECD, the Zoltán Magyary Programme could become an international model for the development of public administration.
One of the most important pillars of the Government’s strategy to review and renew the system of local and public administration is the creation of a system of administrative districts. A modern system of such districts will contribute to a more effective and rational system of public administration. To aid in the creation of this system, a specialist study was produced which looked at historical precedents and European practices.
On 30 January 2012 the Government launched the Good State Forum, which aimed to give the public the chance to contribute their comments and advice on the operation of public administration and the state.
Prime Minister Viktor Orbán attended the jubilee meeting of the Curia, formerly known as the Supreme Court, where he also spoke about the planned relocation of the institution in his ceremonial speech. According to plans, the Curia would be relocated to its original seat at Kossuth tér, opposite the Parliament Building, after 150 years. The building of the former justice palace currently accommodates the Museum of Ethnography. Once the Curia is given back its original seat, the symbolic constitutional triangle will be complete; the triangle of legislative, executive and judicial power.
On 2 April, Monday evening, Parliament passed the amendment of the data protection law which further reinforces the independence of the President of the National Authority for Data Protection and Freedom of Information. The changes made to the legislation address the concerns raised by the European Commission.
Parliament voted on Monday to adopt the Hungaricum Act with a consensus between the four major parties by 304 votes for and with only five abstentions from the LMP. According to the definition of the Act, a Hungaricum denotes a value worthy of emphasis that represents the highest quality of Hungarian product with its characteristically Hungarian attributes, uniqueness, special nature and quality.
The International Civil Aviation Organisation (ICAO), the organisation of the United Nations specialised in air transport has carried out an overall aviation safety audit in Hungary between 26 and 30 March 2012. According to the audit results, significant improvement is experienced in the field of regulatory, supervisory, training and operational structures and authoritative procedures since the last inspection in 2008.
