“The legal control system was restored by September 2010, whereas the New Fundamental Law adopted in the spring of 2011 ensured that in Hungary the control of legality was replaced by supervision of legality, and in place of the former 6, now 16 instruments are provided to examine and to facilitate the lawful operation of municipal governments”, said Erika Szabó, Minister of State for Territorial Public Administration of the Ministry of Public Administration and Justice, at the press conference held in joint cooperation with László Domokos, President of the State Audit Office, in Debrecen.
The Minister of State recalled that when they took over governance, there had been no control of legality in respect of the municipal governments, and this condition contesting the constitution could at last be eliminated three years ago.
This October, the State Audit Office and the Ministry of Public Administration and Justice launched a joint continued education programme, the aim of which is for the municipal governments to understand in reliance on the experiences of the State Audit Office and the supervision of legality by the government offices, how important the appropriate regulation of operations is, and for them to be aware of any risks requiring special focus. The objective is to strengthen the integrity of municipal governments. Among other things, due to the anti-corruption measures implemented by the government, internal control was reinforced at the municipal governments, the approach as to integrity has improved, and institutional attitude against corruption has become more proactive.
