The training of public service workers would not end upon the completion of their formal studies; in harmony with the Public Administration Development Programme, the Government would lay greater emphasis on the training of those working in public administration.

The regular updating of skills and the acquisition of new professional knowledge improve the overall quality and motivation of public service workers, may significantly help them to realise a successful professional career and also enhance the performance of public administration as a whole.

Public service workers will have the opportunity to regularly attend professional and skills-specific on-the-job training courses and managerial training in both conventional class-room education and in the form of distance learning. Public service workers will be able to acquire additional knowledge and new skills which they may not have come across during their former studies or only during brief periods of training but which may supply an important addition to their work, development and career. These priority issues include the procedural rules of public administration, legislative studies, new rules in labour law and public service, the new penal and civil codes and competence development training.

Intensive, free-of-charge on-the-job training courses will be launched for public service workers continuously as of next year, whether they work as part of the government apparatus or for municipalities. According to plans, 20 thousand public service workers will attend training next year in total and there are plans for the training of the entire corps of public service workers annually. These training courses will be financed from local and EU funds. The intensity and content of the training to be attended will be decided on the basis of the given public service worker’s qualifications, public service examinations and job.

The Magyary Zoltán public administration development programme launched last year identified the improvement of the dedication, performance and motivation of public service workers as one of the most important intervention areas in the interest of the improved operation of public administration. The implementation of a conscious HR policy regarding public administration workers has been emphatic ever since the entry into office of the Government and is essential for the restoration of the social prestige of public service and the effective functioning of public administration. Professional skills and aptitude have become the top selection criteria; public administration has shown unprecedented openness towards young people and school-leavers; the development of ethical norms specific to the profession has begun and a methodology is being identified that prepares public service workers for recognising corruption phenomena.
