Thanks to the cooperation with the OECD, the renewal of the Hungarian administration system could be a reference in the region, Europe and eventually out of Europe as well, said Minister of Public Administration and Justice, Tibor Navracsics at the Forum of Public Administration arranged for European public administration leaders in Budapest this Friday.
The Minister assessed in his opening speech that despite the results being superb, the reform is not over yet. As he phrased it, they still have to face the change of culture in the public administration, changing the culture of service and to develop a mechanism which ensures the continuous renewal and also learning from previous experiences.
DownloadNavracsics said that the end of the Millennium saw the EU Member States facing a number of problems and challenges to solve. He classified the resolving of administrative problems as being next to economic woes. He added that the most important task is the creation of a well-performing administration which works on behalf of citizens and the fine-tuning of this system from time to time.
He recalled that Hungary decided to take a radical step when the administrative reforms began in 2010. He said, he thought that the key to success is the transformation of public administration ranging from central to local levels. However, as Navracsics stressed it, in addition to changing the legal environment, the administrative culture had to be changed as well.
DownloadRolf Alter, OECD Public Administration and Regional Development Directorate called it an interesting and courageous initiative that Hungary approached the OECD by which not only a well-working dialogue, but very useful and significant results came to existence.
Following the opening, the Forum signed a Memorandum of Intentions on the establishment of ‘Good Governance Forum – V4’.
