Two sports fields formerly owned by the Hungarian State Railways (MÁV Zrt.) have been donated by the state to Székesfehérvár City with County Rights free of charge, Minister of State for State Property of the Ministry of National Development Sára Nemes Hegmanné announced in Székesfehérvár on 3 September, 2013. Parliamentary State Secretary of the Ministry of Defence Tamás Vargha, General Director of the Hungarian National Asset Management (NAM) Ltd. Responsible for Tangible and Intangible Assets Gyula Marjay and Mayor András Cser-Palkovics also spoke at the press briefing held on the occasion of the transfer of the properties.

It was with a view to the comprehensive long-term settlement of the property assets of the MÁV Group and the modernisation of asset management tasks that the Ministry of National Development decided to transfer some of the property assets managed or owned by MÁV Zrt. and its subsidiaries to NAM Ltd. The property thus transferred to state ownership is to be donated to local authorities free of charge as a way to foster the performance of public duties by these local authorities.

Sára Nemes Hegmanné underlined it was one of the major objectives of the new Act on Assets that national assets should be assigned to the best possible owners, i.e. to entities that could ensure the most efficient management of the assets concerned. The Minister of State noted that local authorities were often better owners for sports fields or similar community facilities than the state was because they were sometimes able to spend more on the maintenance and development of these facilities. Gyula Marjay said that the total value of the two properties transferred was HUF 432 million, adding that NAM Ltd. would continue examining the range of assets that could be transferred to local authorities for sporting or other purposes.

Pursuant to the relevant government decision of June 2013, three local authorities (of Debrecen, Székesfehérvár and Balatonboglár) are to be donated four properties that are directly necessary for the performance of the local authority tasks, development or investment, free of charge. The total value of the four properties is HUF 1.27 billion.
