With the introduction of a new system called ÉTDR building permit application process will be significantly faster which is important from the citizens’ and authorities’ points of view – emphasized Péter Szaló Deputy State Secretary for Area Management and Construction of the Ministry of Interior on the press conference of the new system.

Péter Szaló said: Electronic Documentation System for Building Permit Application Process (ÉTDR) is part of the Electronic Public Administration Operational Programme (EKOP). The entire budget of the system is around HUF 1,1 billion and it shall be implemented by financing of European Regional Development Fund and by co-financing of the Hungarian State.

ÉTDR is an accessible web-based system it supports the electronic management of planning application documents – stressed Deputy State Secretary and added: applicants may present application documents, verifications and have the opportunity to upload necessary annexes to a uniform building permit application surface after they have logged in client gateway system.

Péter Szaló highlighted: due to the system applicants can initiate succession, review procedure and may request the extension of a period. The new procedural system eases the application process for those applicants too who do not wish to present documents electronically because government windows with flexible operation hours are available.

Due to the central management of annexes planning application documents are available in the ÉTDR system for authorities, organizations involved in the process and applicants. Authorities control documents in the system they present their resolutions on the surface, date, sign and seal documents electronically. When second instance decisions are appealed authority reviews technical documentation in the ÉTDR system - informed Deputy State Secretary.

Building permit application processes will be faster and more transparent. Applications will be formulated more accurate, documents will be more transparent and more detailed which decreases correction of irregularities and permit application process will speed up – said Péter Szaló and added: reducing administrative burdens generates more time for professional preparation and established decision making that helps to avoid conflicts in many cases.

ÉTDR is expected to be introduced in the end of 2012. Substantial part of work has just begun: electronic payment of fees, postal electronic service, and land registry office data should be made available and integration with record management systems should be solved too. Thereby ÉTDR will be part of uniform electronic public administration.
