The national consultation initiated by the office of the under-secretary responsible for education in the Ministry of National Resources was successfully finished on 31 December, which had been launched by the ministry to discuss the documents on the concepts grounding the new acts on higher education, on public education and on the career path of pedagogues.

Social dialogues and professional reconciliatory talks proved that both the civil sphere and the majority of pedagogues had been looking forward to for long and finally welcomed the transformation of public and higher education with a focus on assets, human resources and quality improvement.

The email address published on the homepage of the ministry was sent 333 recommendations concerning the concept of higher education, 490 ones on public education and 70 ones on the career path model, all aimed at specifying, interpreting and completing the original ideas.

As promised by the office of the under-secretary responsible for education, all the valuable recommendations have been inserted in the final text.

The Government is expected to discuss the concept of the act on higher education in late January. Following this, the legal norm wording will be compiled in February-March and then the bill will be submitted to the Parliament. According to plans, the Parliament may adopt the act before the summer recess, meaning that certain elements of the act may come into force as early as in the autumn of 2011.

According to the intention of the office of the under-secretary responsible for education, the Parliament will also pass a decision on the public education bill and the bill on the career path model of pedagogues - that increases the respect for teachers and makes their career calculable - in the course of the spring legislative session.
