The ‘Employment of Roma people in the public sector and jurisdiction’ program aims to boost the integration process by enabling more Roma people to be involved in the control of public affairs and in generally the public sector than nowadays. The project addresses the employment of Roma people with higher education degree, having taken the examination as civil servants and judicial staff by paying full wage cost for 12 months including contributions prescribed by law.

The social integration of Roma people is regarded as a long-term and complex process. The public administration can contribute to this progress in the following manner:

  • establishing a policy environment encouraging integration
  • setting up a good example as employer for employment of Roma people, and
  • ensuring that Roma participation in social integration functions proportionate to the rate of Roma people in the population of Hungary.

Applicants’ obligations are as follows:

  • employing at least 1 Roma person having taken the examination for civil servants and judicial staff,
  • establishing permanent civil servant relationship or judicial employment relationship,
  • maintaining the relationship for at least 24 months,
  • employment for substantive administrative tasks.

At the date of the publication of the tender 900 Million Forints were available as resources for support, the project is co-financed by the European Social Fund. The assumed number of supported applications is a maximum of 180. The top of the sum available for wage cost support is 6,5 million forints per employee. It is possible to gain a support per application in a maximum of 140 million Forints.

The purpose of the program is not the employment of Roma people as officials in charge of equal treatment but the complete integration in the operation of the employer institution.

The applicant undertakes automatically the obligation to mentoring both the engaged persons and the department concerned. The mentor has to be an official of the applicant organization. The mentor training and the remuneration for the mentoring will be financed by EU funds.
