The Codification Workgroup set up for the regulation of domestic violence between people in cohabitation within the Penal Code prepared a proposal in December 2012. Representatives of NGOs have requested a final consultation before the draft goes to the Government and then Parliament.
The Codification Workgroup was founded last year upon the initiative of Minister of Human Resources Zoltán Balog. The members include the organiser of the people's initiative Pálma Halász and representatives from the National Office for the Judiciary, the Chief Prosecutors Office, the Office of the Commissioner for Fundamental Rights, the National Police Force, the Ministry of the Interior, the Ministry of Human Resources, the Ministry of Public Administration and Justice, the Civil Élet Érték ("Civil Life Value") Foundation, and the Nők a Nőkért Együtt az Erőszak Ellen ("Women for Women, Together Against Violence") group.
On November 29, 2012 the Parliament's Committee on Constitutional Affairs, Justice and Procedure and Committee on Human Rights, Minorities, Civil and Religious Affairs organised an open day at which both public and non-governmental organisations and the individuals they represent could take part and debate the recommendations. The members of the Codification Workgroup also participated so that, as part of the process of developing a unified recommendation, they could become aware of the opinions of the professional, academic and non-governmental sector.
