Legal status of Hungarian Defence Forces General Staff Logistics Directorate (J-4)
The J-4 is a MoD department level organization, which is directly subordinated to the HDF Chief of Defence (hereinafter CHOD). The activity of the J-4 is controlled by the CHOD. The J-4 is headed by the Chief of Directorate and consists of three different branches: Logistics, Operation Support and Planning Branch.

Mission

The J-4 provides advises for the CHOD and for the DCHOD, as well as for HDF GS Director of Staff (DOS) on the logistic field and maintains contact with the civil administration of the MoD and with other governmental organizations on the area of its professional responsibility.
It is responsible for the logistic planning on strategic level. The J-4 is the primary POC within bilateral and multilateral relations on logistics field in strategic issues. The J-4 performs logistic coordination with NATO and EU relating international military tasks on the field of consumer logistics.

Major functions of the J-4:

  • manages the Consumer Logistic System of the Defence Forces,
  • prepares the CHOD’s decisions on logistics,
  • establishes military requirements on logistic field,
  • makes plans of logistic support for operations,
  • coordinates logistic support tasks for the armed forces,
  • coordinates training and education of logistic personnel,
  • provides analyses on logistic budget management,
  • represents HDF logistics on NATO, EU and bilateral logistic forums.


Main tasks of the Logistics Branch

  • advises Chief of J-4 and CHOD on logistic budgetary issues,
  • coordinates and controls the annual and long term logistic budgetary planning,
  • controls and provides analyses on different elementary budget.


Main tasks of the Operation Support Branch

  • coordinates and prepares strategic logistic planning for operations of home defence,
  • coordinates logistic support for HDF units operating out of Hungary,
  • coordinates logistic tasks of exercises in Hungary and abroad,
  • establishes logistic requirements for HNS planning and execution,
  • makes plans of logistic support for disaster relief tasks of the HDF.


Main tasks of the Planning Branch

  • provides internal coordination within J-4, manages the annual, monthly and weekly plans,
  • coordinates training and education on the field of logistics,
  • makes up to date the Joint Logistic Doctrine of HDF,
  • coordinates logistic Host Nation Support (HNS) issues on defence staff level for the Strategic Airlift Capability (SAC) Programme.
