Performs its duties under the direct control of the State Secretary.
Its purpose:

• professional preparation of parliamentary and government decisions, governmental and ministerial decrees, ministerial orders and other internal regulations regulating the internal operation of the organs and organizations of the Ministry of Defence, the organizations under the direct control and operative management of the Minister, and the operation of the military organizations of the Hungarian Defence Forces, and coordination of the professional development thereof,
• preparation of the ministry level documents determining the tasks of the defence ministry and co-ordination of the analysis and assessment of their implementation, preparation of periodical reports on the implementation of the tasks,
• analysis of the harmony of tasks of the management and conduct of the defence ministry, as well as the tasks of the organisations of the ministry according to the founding purpose, analysis of effectiveness of the unified management of the specialties, preparation of conclusions and proposals. Elaboration of command and control system of the MoD, its continuous specification thereof. Development of the ministry level tasks of command and control, planning, organizing, co-ordination of their execution. Annual and monthly planning of the work of the MoD,
• comprehensive analysis, assessment of the short-, medium- and long-term activity, development of the defence branch, preparation of proposals. Co-ordination of the realisation of harmony between the professional activity and the aims of the branch,
• development and continuous analysis of the basic documents regulating the internal operation of the ministry, development of proposals for the amendment thereof. Contribution to the development of key operational, organizational and management documents regulating the operation of the organs and organizations of the MoD, and the organizations under the direct or operative control and supervision of the Minister,
• performance of professional analysis, proposing, decision preparatory and coordinative, as well as business activity in connection with the management of the number of the defence ministry,
• performance of ministerial level tasks connected to the regulation of state purpose air traffic. Professional management of military air traffic control services. Co-ordination of forming the professional position of MoD in relation to the regulation of air traffic and airspace management. Act in second instance military aviation authority,
• performance of analysis, decision preparatory, planning, external and internal coordinative tasks belonging to the disaster recovery and prevention activity of the defence branch, as well as the performance of the tasks connected the harmonization of the disaster prevention activity of the organs of the ministry,
• strategic planning of human resources for operation of the ministry at peacetime and classified period. Elaboration of human strategy, principles of human policy and programmes, and - based on them - definition of main directions and requirements of employment policy, policy of wage provision and incentives, development and monitoring of the implementation of principles, legal regulations, other instructions and programmes specifying the provision and effective employment of personnel.
