International section:

• fulfilment of the military obligations under international agreements, and preparation of legal provisions and submissions relating to international activity (codification), internal and inter-ministerial coordination of the submissions,
  
  representation of governmental position during the preparation of parliamentary decisions, international contracts in collaboration with professional organs and organizations before committees of the Parliament,
  
  performance of tasks related to carrying out cross-border movements of troops and authorisation procedure of the Government and/or Parliament in connection with the Hungarian military participation in humanitarian assistance and international peace operations,
  
  inter-ministerial coordination of tasks in relation to EU legal harmonization of the defence sector. Contacts with the partner ministries’ concerned bodies concerned with EU legislative harmonization,
  
  performance of the international activities of the Ministry of Defence, drafting of international agreements in connection with decisions of the Government,
  
  preparation for an opinion and inter-ministerial coordination of bilateral or multilateral international agreements concerning national defence. Initiation of bilateral and multilateral agreements concerning national defence on the level of the Government and Ministry, preparation the decisions in relation with them. Assistance related to the diplomatic process and procedure of disclosure and publication,
• interpretation of international agreement and preparation of settlement of disputes which may arise. Organisation, registration and storage of international agreements of ministerial level,
• contribution to the performing and interpretation of Standard Operating Procedure and Rules of Engagement during participation in NATO, UN, EU, OSCE and other peace operations, reviewing participation of the conditions for international law,
• Operation of compensation and damage system based on international agreement, cooperation with claimants, local governments and other organs or foreign associated bodies.

Codification Section

• preparation of legislation and legal provisions in relation with national defence (codification). Drafting ministerial guidelines in connection with the execution and interpretation of internal provisions and submission for approval,
• preparation of proposals for an opinion and inter-ministerial coordination,
• in cooperation with the Department of Administration and Legal Representation in the framework of professional supervision of specific areas, establishment of normative measures and regulation,
• governance and coordination of the deregulation activity of the ministry,
• Representation of governmental position, preparation of new legislative proposals and existing legislation before the committees of the Parliament in cooperation with the professional organs and organisations,
• tasks concerning the publication and promulgation of legislation and other normative measures prepared by the Ministry in the Hungarian Official Gazette and Official Journal. Editing the Military Gazette and validation of published legislation and normative measures,
• coordination of subsequent procedure of legislation and measures in force, and submission of proposals referring to the modification of legislation of the professional organs and organisations,
• analysis of legal and administrative tasks of the decisions of the Parliament, Government and Constitutional Court of Hungary entrusted to the defence sector.

Coordination Section

• responsible for giving an opinion on the budgetary bodies’ statutes or instrument of incorporation founded by the Minister or the modifications of them,
• legal and professional opinion on the operating statutes of the Ministry,
• Opinion on the draft legislation and other governmental materials prepared by the central state administrative bodies in collaboration with the concerned organs and organisations. Compilation of the necessary position of the Ministry,
• preparation of agenda materials for the State of secretary and Cabinet meetings in cooperation with the professional organs and organisations,
• tasks associated with preparing State officials of the Ministry participating in the State of secretary and Cabinet meetings,
• Performance of State management related tasks of war victims.
