Head of the Construction Department in the Ministry of Interior Mária Magyar announced, during a conference held on the details of the new e-administration system that from January 2013 it will be significantly easier to apply for the necessary construction-related licenses.

Due to this development it will be possible to apply for several licenses at the same time.

The Head of Department emphasized: the legal procedure of the construction-related administration cannot be made any shorter, however, due to the new system and the suitable preparation of the applications it can definitely be made quicker.

The technical documentation of the building site has to be handed in electronically before the request itself. The latter does not have to be handed in electronically, although the administration itself will be done in a fully electronic manner.

According to Ms Magyar’s description the new system will consist of four sections instead of the previous two. The licensing and the legal redress section will be preceded by the new preparatory section and service section.  
The preparatory section is optional – the necessary documents can be collected in a “virtual basket” and professional inquiries can be directed towards the authorities. The use of this section is subject to fees but it is not mandatory.  

It will be possible to apply for a preliminary investigation concerning the sufficient number of documents and the amount of fee to be paid.

Utilization of e-administration is mandatory and free, not concerning the form in which the application was handed in. Following the request the authorities have 5 days to ask for the completion of documents. The applicant has 15 days to provide the missing documents.   The primary decision will be made 15 days after handing in the necessary documentation.   The decision will be published electronically and it will count as valid.

As Ms Magyar added, the government will decide about the definitive rules in the early days of October. In the second part of October a detailed educational program will be held for the relevant professionals.
