HUN Defence Staff CIS and IS Directorate is under the direct OPCOM of the CHoD. The CIS and IA Directorate carries out its duties based on the approved organisational and operational regulations:

  • preparation of laws, regulations and top level decisions related to communications, IT, and information security (personnel, physical, administrative, electronic, crypto, transmission, compromising emission and cyber defence) of national classified information related to home defence, of information received via international contracts or information deriving from international commitments as well as formulation of organisational opinion on such documents. Top level planning, organisation, monitoring and supervision of activities in the above mentioned field of speciality.
  • definition of CIS and IS structure for:
  1. Hungary’s armed defence end QRF (Quick Readiness Forces) of AD (Air Defence);
  2. Activities of Defence Readiness period as well as
  3. Preparation of branch specific directives defining the execution requirements:
  • hungarian Defence Force (HDF) level planning, organisation, monitoring and supervision of CIS and IS tasks related to Hungary’s armed defence’s plan during peacetime and other than peacetime period,
  • preparation of general CIS and IS support governing principles for Peace Support Operations (PSO), foreign missions and other tasks as well as monitoring and supervision of fulfilment of such principles,
  • exercising subject matter control of the HDF separated governmental telecommunication network authorised by the Minister of Defence,
  • definition of MoD’s IT Strategy and Doctrine, preparation of decisions, training and education requirements related to those documents, publication of required regulations,
  • definition of requirements and capabilities for HDF’s peacetime and crisis period’s telecommunications, IT and IS network, for HDF’s separated governmental telecommunications network,
  • HDF-level monitoring and supervision of communication, information and information security related development, application, operation and procurement activities,
  • initiation and participation in authorisation procedures, processes according to the effective laws and regulations,
  • definition of short, medium and long term communications, IT and information security development planes and representation of such plans. Technical verification of the annual MoD procurement plan, analysis, coordination and technical assessment of exploitation of communications, information and information security budget fund resources,
  • planning, organisation and execution of communications, information and information security activities supervision and control inside the country and abroad,
  • Operational Control (OPCON) of HDF’s CIS operational level organisation.
